A Piece Of Lot

 

One of the pressing problems that beset our government is the growing population of our country and in relation to that also was of course the rising of unemployment as shown in the early statistics. Ironically, different measures and approach to the problems are now in place to possibly contain the matter. Henceforth, the influx into the city of people from the countryside contributes much to the worsening living condition of some families who had just built their homes along the river banks and who’ll just consider and settle themselves living under the bridge, obviously due to poverty a gruesome scenario which can be seen almost anywhere in big cities.

 

I understand that during the Fifth Regular Session of Congress which was held in Metro Manila on the 22nd day of July 1991, an act was enacted by the Senate and the House of Representatives. Republic Act No 7279 is an act to provide for a comprehensive and continuing urban development and housing program, establish the mechanism for its implementation, and for other purposes. And in connection to that also, in line with the implementation of the provisions of RA 7279, the City Government of Iligan under the stewardship of then City Mayor Alejo Yañez, has enacted and approved City Ordinance No. 2414 entitled, “An ordinance providing for the guidelines, rules and regulations in the implementation of the relocation/resettlement program for the urban poor.” It was further amended into City Ordinance No. 2870, “An ordinance providing for the guidelines, rules and regulations in the implementation of the relocation/resettlement program for the urban poor” to include provisions relating to occupancy of the lot area so acquired and other related purposes.

 

                Nonetheless, the present administration had made some extraordinary moves to possibly demolish those eye-sore areas of our society and had put them in relocation sites prepared by the government. We even come to know and had witnessed the benevolence of the Honorable President in distributing TCT’s (Transfer Certificate of Title) of lands which was given to different families (in Luzon) as being covered and shown live in national television. What a sterling traits the highest office of the government had displayed. We really envy those people out there receiving such gratitude from our government. Hence, what I do not understand most is if they could just easily made those things possible at the pretext of being in office then why is it that until now, the long quest of people here in the far-flung city of the south in having owned “a piece of lot” is still a dream? What is the difference between those people in Luzon and people in Mindanao? Can’t they truly exercise their will of fairness or simply they do not just want that their family property be stashed into pieces? After all they’re not asking it for free; hence, they’re buying it on the price which was inscribed in the letter of the late owner, amiable and beloved Doña Evangelina Macaraeg Macapagal, addressed to then Honorable City Mayor Camilo P. Cabili sometime in the year 1994.

 

                In a nutshell, had all these people currently occupying the lot is given the chance to owned such, then it’ll be a dream come true for its residents and likewise, a legacy for the first family that will forever be inscribed into the hearts and minds of people in Iligan City in particular, and but of course to the Filipino people, in general. The clock is still ticking and the people are anxiously hoping that everything will be taken into consideration and that concrete move on the matter shall then takes place as soon as possible…
