During this visit, Dr OS Parmar, Director of Extension Education and Dean, College of Dairy Science College, told them that the programme for improving the milk productivity of Murrah breed of buffaloes of the state was initiated at the university in 1971 and was funded by Indian Council of Agricultural Research, New Delhi. The major objectives of the project are to progeny test Murrah buffalo bulls and to supply semen and bulls of high genetic merit to the farmers of the state for the improvement of their buffaloes.

The buffalo bulls are initially selected on the basis of milk yield of their mothers and further selected on the basis of average milk yield of their daughters which are produced and recorded in different parts of the country viz. Ludhiana (Punjab), Karnal, Hisar (Haryana), Bareily, Faizabad (UP), Alamadi (Tamil Nadu) and Venkatgudam (Andhra Pradesh). The best 20% of these bulls are considered as proven and are used for production of future generations. Many buffaloes at the university dairy farm have given daily peak yield of more than 20 kg per day with fat per centage of more than 7.0.

Dr AK Jain, professor, showed the elite herd of university dairy farm to the delegates. He said that they were constantly putting in efforts to produce high-yield animals. He described that with good care and management, a cow from the university had set a new national record in milk production.

Because trees in tropical climates soak up large amounts of carbon dioxide, restoring logged forest through planting new trees could also be used in carbon trading, according to Dr David Edwards, from University’s Faculty of Biological Sciences.

Dr Edwards is calling for the inclusion of biodiversity-friendly strategies in carbon trading schemes to ensure that carbon off-setting projects support, rather than undermine, rainforest conservation.

Currently, large plantations of one type of tree, such as Eucalpytus, are popular as carbon off-setting or sequestration projects in the tropics because they also provide commercial benefits, but they do not support tropical biodiversity.

But Dr Edwards has shown that managed restoration of logged forest – which can also be used for carbon off-setting – brings biodiversity virtually back to pre-logging levels within 15 years, much quicker than forest left to regenerate naturally.

“Our research shows that it is possible to have both carbon sequestration and biodiversity benefits within the same scheme,” he said.

“This could act as a strong incentive to protect logged forests under threat of deforestation for oil palm and other such crops. Selectively logged rainforests are often vulnerable because they’re seen as degraded, but we’ve shown they can support similar levels of biodiversity to unlogged forests.”

The research compared biodiversity of birds in three adjoining areas of tropical forest in the north-east of Borneo. One is the oldest and largest area of rehabilitated forest in the tropics, logged around 20 years ago and with over 10,000 ha actively rehabilitated for the past fifteen; another is a naturally regenerating area of forest, logged at the same time; and the third, a conservation area of unlogged forest.

The findings showed that the number and range of species of birds in rehabilitated tropical forest recovered to levels very close to those found in unlogged forest after just 15 years. Forest that was left to regenerate naturally after selective logging showed less diversity.

“There are now suggestions that carbon crediting and ‘biodiversity banking’ should be combined, enabling extra credits for projects that offer a biodiversity benefit,” said Dr Edwards. “We believe this should be introduced as soon as possible, to ensure maximum support for rehabilitation schemes in the tropical rainforest.” redOrbit.

U.S. Won’t Prosecute In States That Allow Medical Marijuana

The new stance was hardly an enthusiastic embrace of medical marijuana, or the laws that allow it in some states, but signaled clearly that the administration thought there were more important priorities for prosecutors.

“It will not be a priority to use federal resources to prosecute patients with serious illnesses or their caregivers who are complying with state laws on medical marijuana,” Attorney General Eric H. Holder Jr. said in a statement accompanying the memo, “but we will not tolerate drug traffickers who hide behind claims of compliance with state law to mask activities that are clearly illegal.”

Emphasizing that it would continue to pursue those who use the concept of medical marijuana as a ruse, the department said, “Marijuana distribution in the United States remains the single largest source of revenue for the Mexican cartels,” and pursuing the makers and sellers of illegal drugs, including marijuana, will remain a “core priority.”

“I’m not going to get into what states should do,” said the president’s chief spokesman, Robert Gibbs.

Mr. Gibbs said the memo to federal prosecutors “simply adds guidelines to a decision that Attorney General Holder talked about in mid-March and has been administration policy since the beginning of this administration in January.”

The guidelines give specific examples of conduct that would causes prosecutors to look at a case involving marijuana even if a user or distributor said it was for medical use. The examples include unlawful possession or use of a firearm, sales to minors and evidence of money laundering activity.

Graham Boyd, director of the Drug Law Reform Project at the American Civil Liberties Union, called the Justice Department’s move “an enormous step in the right direction and, no doubt, a great relief to the thousands of Americans who benefit from the medical use of marijuana.”

Mr. Boyd predicted that states and cities “will have a strong incentive to create regulated, safe and sensible means of getting marijuana to patients who need it.”

The new policy follows a series of changes, including the appointment of Richard Gil Kerlikowske, a former police chief of Seattle, to be Mr. Obama’s top drug policy adviser.

Medical marijuana thrived in Seattle on Mr. Kerlikowske’s watch, and advocates of more liberal marijuana laws hoped that his appointment to the office, which he assumed in May, signaled the administration’s willingness to decriminalize medical marijuana.

Some federal law enforcement officials are opposed to the administration’s position.

Privately, some federal law enforcement officials complained that medical marijuana and marijuana being smuggled in from Mexico are one and the same, and that the Obama administration has backed away from necessary enforcement of drug laws.
